PHNOM PENH, March 17 (Xinhua) -- The Joint Committee on Electoral Reform comprising Cambodia's ruling and opposition parties on Monday agreed to include 14 topics into the framework of the upcoming electoral reform.
Among the 14 points are reviewing the voter registry, drafting law on the financing of political parties, reforming the election body, determining the integrity and neutrality of the election- related civil society organizations, the guarantee of the political parties' freedom in access to the media and a mechanism for future election dispute settlement.
Also, the neutrality of civil servants and armed forces is included into the framework of the forthcoming election reform.
"It is a positive step toward a real electoral reform in Cambodia," Son Chhay, team leader of the main opposition Cambodia National Rescue Party (CNRP), told a joint press briefing after a three-hour meeting.
He said the two parties are set to meet again next Monday to prioritize the topics.
Ben Chhin, Deputy Prime Minister and chief negotiator of the ruling Cambodian People's Party (CPP), expressed his confidence that the post-election dispute would be resolved soon for the sake of the country.
The dispute between Prime Minister Hun Sen's CPP and Sam Rainsy 's CNRP over the July 2013 election results which showed the CPP won 68 parliamentary seats against 55 seats for the CNRP remained outstanding.
Claiming serious irregularities during the poll, the CNRP refused to accept the outcome and boycotted parliament.
Hun Sen said that he would neither step down nor call a re- election.
